Who should actually arrange a fire risk assessment? The answer depends on who has responsibility or control of the premises and how fire-safety duties are divided.

This guide focuses specifically on arranging the assessment and appointing competent assistance. For a broader explanation of the legal Responsible Person role, read our Responsible Person guide.

Who should arrange the fire risk assessment?

The Responsible Person must ensure that a suitable and sufficient fire risk assessment is carried out. Depending on the premises, this may involve an employer, owner, landlord, occupier, managing agent or another person with control.

Can a landlord or managing agent arrange it?

Yes. In managed properties, a landlord, freeholder, management company or managing agent may organise the assessment. Where responsibilities are shared, those involved should understand who is arranging the work, who receives the findings and who will manage resulting actions.

Can an employer arrange the assessment?

For workplaces under an employer’s control, the employer will generally have important fire-safety responsibilities and may arrange the assessment directly or obtain competent assistance.

Can you appoint a professional fire risk assessor?

Yes. A competent person can assist with the assessment where appropriate. Using a consultant does not automatically transfer the Responsible Person’s underlying legal duties, but professional assistance can provide a structured assessment, clear findings and practical recommendations.

When is professional assistance useful?

Professional support can be particularly useful where premises are larger, more complex, residentially managed, occupied by vulnerable people, subject to significant change, or where the person responsible does not have sufficient fire-safety knowledge or experience to complete an appropriate assessment internally.

What happens after the assessment?

Arranging the inspection is only part of the process. Significant findings should be reviewed, actions prioritised, responsibilities assigned and remedial work tracked. The assessment should also be kept under review when circumstances change.
