Fire safety in a care home needs a different level of consideration from a typical office or shop. Residents may have limited mobility, cognitive impairments, sensory impairments or health conditions that affect how quickly and safely they can respond to a fire.

Why are care home fire risk assessments more complex?

A care environment combines sleeping accommodation, vulnerable occupants, staff responsibilities and potentially complex evacuation arrangements. The assessment therefore needs to look closely at both the building and how care is delivered day to day.

The Home Office publishes specific fire safety risk assessment guidance for residential care premises.

What will an assessor look at?

A professional care-home assessment may consider:

Person-centred considerations

The building-wide fire risk assessment should reflect the people who occupy the premises. In care settings, individual needs can materially affect evacuation and fire safety planning. Where people need help to respond or move to safety, management arrangements must realistically account for the assistance available.

Compartmentation and fire doors

Care homes frequently rely heavily on passive fire protection. Fire doors, walls and floors help restrict the spread of fire and smoke, buying time for staff to implement the evacuation strategy. Defects to doors or penetrations through compartment walls can therefore have a significant effect on risk.

If door condition is a concern, a dedicated fire door inspection can complement the wider fire risk assessment.

After the assessment

A good report should not simply list faults. It should explain the risk, prioritise actions and give the Responsible Person a practical basis for improving fire safety. Actions should then be tracked through to completion and the assessment kept under review as residents, staffing, layout or fire precautions change.
